I don't know if they've given up on Div1 but I sure have. I haven't played in a month and don't miss the game one little bit. I only see myself logging back in 3 more times just to get the 3 Shields I need for Tier 3 Div2 rewards. Other than that I have no intention or interest in playing Div1. Whether or not I buy Div2 depends on any Beta testing I get to do and reviews of the game on the live servers. I will not preorder Div2, based mainly on just how badly Ubisoft and Massive have mishandled Div1.
It's pretty much a rhetorical question really. They have given up a lot time ago, when was the last time we got any new content for the game? West side piers? How long before that got boring. I only went there a few days ago for the shield thing. They had to bring people who were working on TD2 in order to "balance" Striker and we saw how that went and how much thought went into that. They made Striker pretty much useless in PVP now unless you are running with a shotgun in order to get your stacks up. Go ahead and pre-order TD2 I am sure things will be much different this time around. I am on pc so for me it's only digital, I have to shell out 120 Euros in order to send me a code. Erm thanks, but no thanks. That was the final nail in the coffin for me.

As for 'giving up'..... by inference alone, the dev team would have had to have some sort of objective which they had to achieve and that they decided wasnt worth the effort or they believed just simply couldnt be done. As opposed to already achieving what they set out to do (running the game for 3 years) and now decide to move on to another project. Maybe its coincidence but alot of AAA titles take 3 years to develop so its not unreasonable to assume that they would move on eventually, to a sequel if the current game had reached its supposed limitations. (Thats if you believe whats been said about issues with the underlying code).
