I think the boring/cliche/predictable thing they could say about the Hunter is that they're either
- Former Division Agents
- USA military mercenaries
- Russian Spetsnaz
- A group directed by the US government/Military to kill agents
Imagine how much the Division's universe could open up if it turned out to be some unassuming country like South Korea.
Even though all the evidence for the R6S Vigil operator being a Hunter is circumstantial, this is the most convincing argument for the Hunters I've heard so far.
