1. Approach from behind (use Diversion Lure if you must).

2. Flashbang, as mentioned above.

3. Shoot them in the leg to stagger and suppress.

4. Throw a Frag Grenade nearby, but not close enough to kill. He’ll jump to the ground and give you ample time to sprint in.

Flashbang as mentioned, and they can even work in tough situations where you have 2 or more guards in a tower that raise detection warnings as you're creeping up the stairs.
