There isn't one really. You either have to do something that intentionally fails the mission or KIAs you, or you need to exit to menu and then load back in.
It gets even more annoying if you want to record gameplay with same time of day and weather conditions. When recording, I generally quit to desktop and restart the mission. It's the only way to be reassured you'll get clear skies at midday.
