As a noob shinobi who can't counter guardbreak and literally playing only with dodges, yes, thats the only way you'll catch me.

Half the time no. If an attack comes in the middle of a dodge you are out of luck. So Kensai Valk Zerker Shaman PK JJ Tiandi Nuxia Shaolin all get priority.

Tiandi and JJ are probably the easiest to gb on a dodge; they have a gb vulnerability window an eternity long.
You'll also often get it on Shinobi when he's teleporting all over the place
