That depends on the language available to you based on where For Honor was purchased and what vendor you purchased the game from.

Allow me to ask: is English, in fact, an international language? If the game's language settings are locked to Russia, where are the Tatar and Chechen languages? And how come I can change the language of my UPlay client itself to English if I'm in the Russia region, why not lock that too?

When you're purchasing a particular game, in certain cases, it may allow you to access one or two languages only, depending on the region you are purchasing it from. However this is something that you can always consult about with your retailer before making the purchase. Please also note that there may be limitations within the game itself and not all languages may be available, which in this instance would be Chechen and Tatar languages respectively.

In relation to the Uplay Client - it's the content that is available for everyone to download for free regardless of the region you are from and therefore you will be able to select any language that is available for the platform.
