Still locked for me as well.
Compensators for rifles and 30 round mags(which I want to use) are locked and unable to be unlocked.
I would gladly make a new character, but I'm current trying to get to Tier 1 and 29 atm.
I don't want to go through all of that again when I plan to start Ghost Mode after I get Tier 1

I'm going to be surprised if there's an actual fix for any existing character that has the re-locked attachment issue. My gut feeling is that the issue got embedded into any save game file(s) [for those already created character(s)] generated after the TU15 of late July.
