Your character automatically has access to 3 mines by scrolling thru the devices (4 key normally). So it doesn't require getting the medal, nor unlocking the skill.

Discovered this on another new character build. In addition the adamination is the same as the C4 throw, not the normal placing of a mine on the ground.
