I don't know, I've never moused over it. I always assumed it was there to draw your attention to the fact that your inventory is almost full and that you won't earn any more gear until you salvage some if your inventory fills up.

I was more concerned that the after match screen shows I have 41 inventory slots available when in fact I only have 9. Had I not gone into the customise screen and noticed this, I might have filled my inventory and missed out on gear drops as a result.
