I've followed all troubleshooting steps. Windows install, temp folder, clean install of all drivers. This is an UBISOFT problem.

Vsync on. I've come to the conclusion because it doesn't happen in other games. It's happened with Far Cry 4, Far Cry Primal, FC5 and Ghost Recon Wildlands. It's an Ubisoft problem wtf... You can't fix your games?
