I absolutely agree with this, and I know more than once my own request for it has been passed along by the community managers -- I'm glad more people want it, because the more they make this note to the devs, the greater chance we'll get it.
Off the top of my head, I can only think of one mission that is connected to the time of day -- the Sam Fisher mission -- but surely there are more, aren't there? Those are probably the biggest issue to making this happen, unless activity loops (i.e., when NPC's change from daytime patrols to dinnertime to nighttime/sleeping) are not tied to time of day (like maybe those patterns are set on their own timer which is just synchronized to run at the same time as the day/night cycle -- if this is the case, then increasing the length of day and night without adjusting those patterns would mean the to would quickly get out of synch). But in other open world games with the same kinds of rudimentary AI patterns (Bethesda games) the mods to adjust day/night scale are relatively simple and generally work without any glitches or issues (and those games tend to have far more reliance on time of day modifiers for behavior and missions).
I would be happy with an optional scale that let us select 2, 3, or 4x the current scale, along with maybe .75x, and then lastly a 1:1 for those who want that. Though I think we would also then need an option to "wait" until a specific time of day, maybe at safehouses, or as an option on the fast-travel screen.
