Has anyone found a way to use it?
I tried maxing block damage and it still doesn't do any damage. :/

Anyhow, yeah of course. It was communicated that only heavy attacks profit from punch through now - and that works. Unfortunately it does not work on Shugoki's enhanced lights which cause block damage naturally which is an oversight in my opinion, but we don't know what they adjusted punch through for (regarding the perk system). Regardless on heavy attacks it seems to net you an approximate 50% bonus on top of your generic block damage. So with my Shugo I do 17-19 dmg on a blocked heavy instead of 9 or so
