Have you seen that bottom line that states:

"(Note: Setting preferences will not work if you have disabled cookies in your browser.) "

So, maybe you have cookies disabled?

In Internet Explorer, from the top menu, choose 'Tools', 'Internet Options', select the 'Privacy' Tab.

Check the position of the 'Cookies' slider.

You can try moving it down a notch, if it's not already in the lowest position.
Keep moving it down untill google's preferences get stored correctly.

(Well, the cookie thing could be the problem, but if the problem lies elsewhere, this won't help)
    Good Luck...

    you need to disable cookies.

i use firefox, and it has a section where you can set your security, and one option is to clear your browsing history and cookies after your session. Everytime it closes you get the option to keep or clear them.
there are a few other options too.
