We have 4 players already doing Ghost Mode on Tier and we receive a warning in which all 4 players need to accept or deny kind of like a vote to allow the invaders come in. If they are allowed in Bowman will give us a briefing on an estimated location or general area of the invating force.

You're not griefing people really if they have selected an option to allow you to invade. They are saying bring it on.
The issue with the DZ in the Division when it released was that there was no option to explore and collect without being griefed. This put a lot of people off any kind of repeat in Wildlands. As long as it is optional I'm good with it.
On the topic of VIP extraction there already is a game mode in the PvP to extract the hostage which is pretty good. There are enough mature PvE fans in this forum to group up into 2 teams of 4 in a custom room and turn the HuD off. When you get two tactical teams the game shines.
As long as it's an option that I can keep turned off. If I wanted to play against other people, I'd play PVP. But the mentality of other players who only want to get their jollies by ruining other peoples' games, is why I hated the DZ in Division, and never completed playing Watchdogs.2. I didn't care about getting hacked, but it was a pain in the A$$, trying to play the SP campaign, and some random player just shows up, shooting me in the back.

I think the intent for the DZ was obviously different than the way it turned out when you look at the marketing during development. I rather liked the idea of teaming up with randoms on my way to an objective, helping others with fights against AI, etc. but there was still that element there that people could turn against you. Well, we all know how that turned out.
Give players an option to be griefers and they'll take full advantage of it. Players who tend to be more cooperative then become wary of joining other randoms until it's a "shoot first" or "if you can't beat 'em, join em" mentality. ....the rest simply leave and avoid the DZ.
When Destiny came out I actually liked the idea that everyone was on the same side fighting again the AI. IMO, that system worked well in a PvE environment. I didn't much care for the game but I liked the mechanic.
Anyhow, as you mention, as an option I don't see the OPs idea being a problem. Whether this is an idea that interest GRW fans s another story. I have no desire for such an option but that doesn't mean others wouldn't.
Same. The problem with DZ for a long time was that it was practically the only place where you could get decent equipment. Although I must admit that this had its upsides, because actually finding something good turned you into the most religious person in the world, fervently praying that you don't get ambushed during extraction.
