Because the flying aircraft did not have ANY HUD icon.
In a Ubi game, exploration and discovery are often punted out the window for an intrusive HUD. If it's not on the HUD...it has no meaning. And Wildland's has been particularly devoid of systemic life so my expectations were 0 when it came to random Cessnas. I knew they were filler and didn't bother wasting time - especially since the game didn't have an icon for it.

I feel ANY game that can be modded instantly becomes better, and it's shelf life is immediately doubled. Heck, Arma 3 survives because of Mods and the community. It doesn't even interfere much with dev created DLC.
A game like Wildlands would've been a 10 year span game with solid modding support. God knows it can use it. All the short barrel and camo requests.
Given the the craft's altitude in-game didn't even attempt to tag them, as it would have been pointless. Once in the air, yeah no icon once I commenced firing. However they are a Cessna, so a sitting duck, and it did take some evasive action once engaged.
