What a steaming pile of ****e. Outright lies. The game is still broken and TD2 is round the corner. I foresee all the same issues and more. No anti cheat, plenty of lag and weapon imbalance. More exploits and more. When these are reported we will hear "we are aware of it and looking into it". Does that sound familiar?
If I did this in my business, I'd be sued.

This is really not a big deal. If n e thing should be rewarded I would suppose n extra day for the free week would be fine. After playing many different games such as EQ, WoW, and many different shooters I guess seeing some downtime or server issues doesn’t seem like such a big deal. I’ve had this game since the beginning and played in beta. Honestly they should just open up all the dlc for free at this point to try promote the game as much as possible. This kind of stuff happens. I would hope right now there main focus is making sure the Division 2 corrects some of the flaws that have been exposed with the first one.
I would give you 2 reasons why something should be given back...
1. Survival is not a 10 minute mission nor a collection of 10 minute missions. its 45 minutes to an hour investment minimum. The same investment that will need to be completed a few times depending on skill level. Investing an hours worth of play time to be kicked at the last moment would infuriate anyone. I see some reporting that they got all the way to extraction and booted. thats not fair and not our fault. there are some out there that dont have hours to play games in a short window. And if you dont believe me look at the short Dailies and Weeklies we have. I believe the team said several times that these would remain simple due to player/time investment and should be achievable by all.
2. Controversial and selfish as it may be, we clearly know the reason it was down was, A. Poor planning from Ubi & Massive and B. It was given to every player for free if they paid for it or not. I essentially feel like this was kicking the players that bought the season pass. 'Hey thanks for your money but were going to just open it out to everyone now so they can get the same bonuses as you in our next Division title' - which i feel is absolute c-r-a-p.
Look at the post in server status page which basically says, we added more servers but expect the issue to continue!!!! @_@
I had 2 hours to play this morning and got kicked from survival after a few minutes. Didnt even make it to the chopper. Came on here to find its a very widespread issue and was no where near fixed.
My 2 hours that i wanted to play division with, gone to something else cause something i paid for was broken due to too high of a demand from the payers and the non-payers..
Look at the end of the day were talking about some stupid clothing items or something for a game we havent even bought yet so it makes very little difference if we get it or not but i wanted to do all the shields and say i did everything i possibly could in the game.
If the little time i have has to be sat here waiting for people i have given money to give me the product then that is simply not on, no matter how insignificant the reward.
If i created a business selling apples and on day one i sold 10 apples. 1 person came back saying the apple was rotten i would give them another apple.
In 10 years time im now selling millions of apples this does not entitle me to say sorry when 10% of my customer base says the apples were rotten and not give them the product they bought from me in the first place. At least not if i want to stay in business.
Sorry for the long rant but it makes very little sense to say - Next Shield forces people into Survival, anyone got any ideas? Sure, lets make it free for everyone. Great idea, do we foresee any problems? Yeah well actually, we dont have the infrastructure to support 100% of our current user base but ah well, YOLO.
The answer to OP is easy:
I paid for a service (the DLC) and an unilateral decision made by the service provider removes my paid right to use that service. This is, they open to all the DLC but without increasing the number of server instances so the system got overloaded and failed, as always had happened when an event got back players to the game.
This is not an unexpected issue like a DDOS attack or something else, is a bad decision from Ubisoft. So it is their fault, as long you paid for it, is not strange that people claims for a compensation. And yes this is true, after we massive complaint we get more server instances and voila the issue is gone, as every time this issue was presented.
For the other that would get for free is also a disappointment, as they don't get the promise service, but is another level.
