Sounds "versatile" to me and would make him par for the course as far as "buffs" and "reworks" go in this game. This new turtle smashing meta has made this game a spammer's heaven. Used to be tactical, now it's just another hack n' slash.

It can be a bit bonkers on dominion even more so than before especially with certain enemy heroes but I find dueling alot more tactical and exciting because there are more tools to use.
Its better than staring at each other and just waiting for someone to attack out of pure boredom only to get parried and smacked then back to staring.
