Why are they so rare? Since I've been playing I've gotten 4 Legendaries from PVP lockers, but only 1 outfit item (alien hat). Sure, I can just purchase them with my PVP tickets when they're in the shop, but I just find it a bit strange that they appear less frequently in the lockers than Legendaries do.
