Well, Clutchmeister - one of the top pro players on PC - went ahead and won the console 1v1 tournament even though he not only had to adjust to 30 FPS and the inherent higher input lag of a console, he also had to adapt to using a controller (since he uses M&K). So the whole "everything is unreactable on console" arguement is out the window.
The difference between 30 FPS and 60 FPS is 33ms. What the devs can do is give an additional 33ms lag compensation just for consoles. That would stop the whole FPS arguement but it won't fix the much greater sources of input lag which are:
- wireless controller: 40ms
- wireless internet: 40-60ms
- A TV without a 60 FPS refresh rate: 150-200ms
