So when i bought the game..i had 40-50 FPS.
Fast forward many months to present. I barely reach 30 fps...i always get kicked out of the games because of low fps.
My question is : if lower the graphics settings lower than the game allows me...will i get banned?
I am on Laptop.

Lowering the graphics is not something we can ban someone for. However since you are playing on a laptop I am not sure the game will run optimally.
Please check our FAQ for system requirements which will give you a bit more information.

Is your system below the minimum requirements? What are your graphics settings like?
Lowering your graphics settings using the in-game options should be your first port of call. First try these three settings:
● Fullscreen
● Vsync - off
● Render Scaling - turn down to 50 or lower
If that doesn't improve your FPS to the desirable 50-60 FPS range then turn everything down to low or off. If the game still doesn't run smoothly then you are most probably below the minimum specs required to run it.
