I had few instances today when a warden was charging his SB I tried to GB him didn't work.

I tried to interrupt him with light again didn't work.

Is this intended? so I have no choice but to wait if he is gonna commit?

Before rework I could interrupt it with an attack.

You can GB him in start up. Once he's into it in a certain way I don't think you can GB it. I believe it was that way pre rework as well.
Interrupting with a light does work. But he can feint and parry.
