He should get a small damage buff on his heavies (especially the charged one), and maybe let him do light chains from the same direction. Oh, and remove the forward dodge shieldbash from his kit, he really doesn't need it, he is a heavy and he has quite safe openers without it. I have seen conquerors dominate even the most broken heroes (even the shamans) used by decent players without the forward shieldbash. I can't believe that there are players who can enjoy winning with a conqueror spamming only the shieldbash, it's so easy that even I can win with him against almost any hero.
