I wasn't too surprised per say, but I was disappointed with the Rainbow Six cross over. Mainly because there's a lot of gadgets and gear from the operators that would be a great addition to Wildlands, while still remaining in the theme of the game. I was surprised that riot shields weren't brought over; of all the items that scream room to room SWAT, that would be it. It wouldn't even have to be a special variant, such as Blitz's (though that would be cool). It would be especially helpful to have riot shields for those side missions where you have to raid the satellite stations. Speaking of which, some proper breaching charges would be extremely nice. That whole aspect of breaching and clearing those buildings has always been extremely clunky. You can use C4, but then you have to cycle quickly to frags or flashbangs before a PKM drills you through the eyes. (Maybe not a huge threat on normal, but on Tier mode it's rough)
Now these gameplay changes would actually require new gameplay components that would take more effort to implement. As far as gadgets and attachments that they could use that would merely re-purpose existing assets and mechanics, I have a few ideas. One is for Ash's stand-alone grenade launcher. What's bugged me from launch is that the 40mm grenade launcher is locked behind the assault rifles. Especially on the harder difficulties, its basically suicide if you don't have one equipped. However this hampers on the flexibility you have with your loadout. Having a standalone launcher (much like how they had it in Future Soldier) would give this firepower to loadouts that aren't packing an AR. The M203 mounted on AR's would still be the superior option, because of the speed you can switch over to it.
Even adding a thermal scope would be cool. You could have Glaz's toggle sight which would behave like the magnifier that's available for a few of the reflex sights in the game. If they found a way to add the smoke grenades (from the smoke drones in Ghost War) to the campaign (and got the enemy AI to become properly disoriented from it), you could get some interesting dynamics going there.
Just a few ideas I had, give me your thoughts on them and of any other R6 gear you think would be cool for Wildlands.
You just answered your own question. Have you ever carried a ballistic shield (since this is probably what you meant, riot shields are just large pieces of plastic that are supposed to deflect objects thrown at the riot police and are as useful in breaching as an inflatable dart board)? They're big, heavy, clunky things and carrying one all over Bolivia would be ridiculous. Besides, the Ghosts are not SWAT, they're a recon unit, 99% of their job is outside. Don't stand in front of the door when breaching, stand off to the side and place your team in front of it, outside the blast radius. Once you detonate the charges, just aim a flashbang (or frag) at the door frame so that it bounces off and falls inside. Well, you can always switch to your thermal goggles and aim using a scope. What bothers me, however, is the way they presented thermal vision. Has anyone in UBI even tried modern thermal vision? It's not the clunky, chunky, hard to read thing they have in Wildlands. If they wanted to add anything from R6, my vote would have gone to the drone. It's sometimes hard to get the flying one into buildings. The way they could have gone is increase the detectability of the flying drone at close range and add the wheeled one, which would be very hard to detect for enemies. And THEN prevent Rebel Spotting from being able to "see" the inside of buildings.

I think as primary weapon spot the shield would work best. I think Rainbow six vegas 2 handled shields well. I personally would rather see shotguns be brought over before the M120. -Yeah wire cutters would be a huge help too, I've seen that requested a lot. Some fences are fine and actually go down when an explosive goes off near them. Others are indestructible. Rather odd.
As far as a breaching charge with a mechanic, having the ability for the squad AI to stack up at different entrances and clear simultaneously would be cool. Sort of like how it was done in Future Soldier.
-Yeah using the riot shield with a side arm would be how I would implement it, and yeah it would take the place of a primary weapon. It would take up a lot of room in one's loadout, and this would be a good way to balance it.
-I would use the grenade launcher as a gadget, same as proximity mines or frags. If it was taking place of a primary weapon, then I would just use an AR with a grenade launcher, even if I wasn't planning on using the AR at all.
-That's a shame about smokes, maybe for the sequal, haha.
The CREPS/CREM from Ash is used through a normal 40mm launcher in Siege. However, that also means that it can be deployed from an underbarrel mounted launcher too. Similarly the same normal launcher can be used for all sorts of payload: smoke, CS, white phosphorous, beanbags, high explosives.
ASH's version is a high tech, scifish version. Here is the real-world version. It is a rifle grenade type of deal:
