That's 100% a bug that is being exploited. I've only encountered people abusing it on the attackers side of the Beachhead map though. I'm not sure if it works on all ladders.

Ahhh you're right! I looked into it and being able to engage in combat at the top of ladders is something the team is aware of and looking at fixing. No ETA for a fix at the moment.

i posted about how the ladders have changed since last update. i assumed this was intentional since some other ladders have exactly the same properties now.
