I'm having the same issue and I have walked into the building as someone said above, and nothing happens. I cleared all the enemies and nothing is happening

Try this, don't leave the radio shack. Knock the NPC out there, call in rebels, send your AI team out, and you maintain a defensive position until Twitch states it's over (or your mini-map goes clear if being used). Once you talk with Bowman/Valkyrie, the mission is in fact over.

Check your map for Libertad and select the second part icon for that to start.

I went on a heli and moved away from the yellow point and the mission was finished.
