No, it is not. The best chance of winning in dominion still comes from deathballing. The devs are working on solutions though. Just recently revenge receiced a small buff. They are looking at other things as well.

Sad thing is the people who play that kind of game say they are in dominion because skirmish is dead, the sheer number of teams you see doing this if they went to skirmish I suspect it would be as active as dominion if not more so.

I am more often finding decent 4v4 matches on tribute than dominion (some roaming squads do still occur), usually it is low activity but I will generally find one within two or three minutes, on some days a few seconds.
