Not sure about chosing the location, but chosing different ways to upgrade it would be sweet.
Any additional incentive to create more than 1 Agent is welcome, in my opinion.
As for Safe Houses, I'm assuming the civilian settlements will be the TD2 version of that, and helping them will mean upgrading them somehow. Or at least the perks we get from different settlements.
First impressions on that is that they'll be similar to Rebel skills in Wildlands, the more we help/upgrade each settlement, the better civilians are at fighting and more archetypes are unlocked (i.e. Civilian Heavy, Civilian Sniper etc.).
Yeah I am getting a Farcry/wildlands vibe from what they have said about the world..... I hate those games so lets hope not...
My guess would be the main "base" might be the JFK performing arts building. I believe Teddy Island is the starting area so it would make sense in theory.

Given the fact that skill mods are now locked in the specializations I don't think a BoO will return as people think it will. There won't be wings to unlock, there will be tech trees. Sure there will probably be safe houses, but I really think Massive is planning something different. People are using too much of a Division 1 perspective to envision the Sequel. Until the beta all talk of the Div 2 outside of observations of the E3 content is speculation and wishful thinking. When the beta drops we will have a much better picture of what is coming.
