To balance stuff out Ubisoft probably takes a look at the duel matchups and see the %. But I feel that isn't representative of the actual game. People using Valk aren't ususally noobs, they are highly skilled players, becuase she is unviable unless you are a really good player, so if she wins 50% of duels, that doesn't mean she is balanced. Same for the other way around, lotsa noobs use Orochi cause you can spam r1 easily and may die to people with better skills not because their opponent character was better but because the player was.
to the OP:
You say Nobushi is op, i say that laughably untrue:
-Very slow attacks -> her top light is slower then centurions heavy. Strange logic where a girl with a stick and a knife on the end, attacks slower than a dude in full plate armor, or a knight with a twohander, or a viking with a two handed axe etc.
-Has no unlockable attacks apart from the kick
-Every sidestep dodge avoids her light attack, so the opponent assassin can easily just smack you whenever you try attacking
-Kick doesnt follow dodges
-Kick can be interrupted with just about anything, enemy kicks override it, enemy heavy attacks stop it, and sometimes light attacks too
-Her kick doesnt even stun, also doesnt guarantee damage, unless its a wallsplat, you have time to react to it, in case of a heavy attack after kick that isnt a wallsplat, you have time to parry
-to even start a kick she must either hit a heavy, which is one of the slowest in the game also visible from the moon, go into hidden stance and lose stamina, or do a light and time it right after the block, so if latency or fps drop kicks in, too bad so sad, she gets punished
-Has one of the lowest HP, one of the lowest armour and one of the slowest guard changes. A centurion that starts his jab will take off 60ish% of her HP in that one, unlockable sequence. Many other heroes just straight up take about 50% of her HP in one hit. I dont know any heroes that she can do the same to.
-Her sidedash attacks can be dodged and dont allow going into the kick themselves
-Hidden stance doesnt work instantly, unlike other C to turtle up options, it also doesnt block all damge, just the first hit, IF you time it like a parry and god forbid the enemy feigns into anything, since it will hit you and get you out of hidden stance
-Hidden stance also consumes about 1/3 of her stamina
-Doesnt teleport to attack, unlike many heroes that will automatically approach the enemy, or jump like an Olympian athlete, so her "long range" is a bad joke.
Currently she is one of the hardest and most underpowered heroes to play, and doesnt have a single gimmick that she does better than some other hero.
Shes third from the bottom on the win chart. Or fourth if you coun Orochi, but the chart was made before his rework.
On here damage: https://docs.google.com/spreadsheets...Kgc/edit#gid=0 its very heavily dependant on bleed meaning her base damage is not great at all, and if the enemy has debuff resistance, the number goes down too. And her heavies arent top tier in terms of dmg either, but are one of the slowest in the game
-her kick guarantees two light attacks for about 30 bleed, true thats all she has, but again, centurion does better with the jab/drop billion dmg. And again its 26 minus whatever your debuff takes down, easily becomes 23. Now consider the time it takes for her to do a light, enemy blocks, she kicks does 1-2 light, in that time orochi for example can easily land 3 lights, doing 45 dmg flat.
In 1v1 this time aspect may not be as important but in 4v4 every second in the fight longer is a second mroe chance someone will come interrupt your chain
But either way my point was, shes not OP by any metric.
I never followed these win statistics, it represents the top players, a very small group of people probably fighting against each other all the time. Maybe the guy playing nobushi is not so good compared to the other top tier players, I don't know.
In 1v1 scenarios, the nobushi is very strong. Her range is the best (which means she can stay away from the opponent and attack at the same time), she has versitile dodge attacks, and while she lacks a classic unblockable, her heavy from the hidden stance can count as a pseudo-unblockable, since it guarantees a kick if the opponent only blocks it. Her kick is relatively safe against heroes with no dodge attacks (they can try to gb and eat a light, or wait for the light to parry it), her hidden stance is a very good counter move that can be used to feint light attacks, and as I said, her parry punishes are very good (if I am correct, her top heavy is guaranteed on light attacks, and her side dodge heavy/viper's retreat is guaranteed on heavy attacks, maybe her zone is guaranteed too). She is possibly the only old hero with so much tools at her disposal, but since none of her tools is outstanding, I don't think she is top tier. She also lacks the strong openers others have, so she is mostly forced to counterattack.
In group fights, I think that she is actually among the bests. Her bleed attacks can make enemies vulnerable against shamans (and let's be honest, there is always at least one in every dominion match), her attacks are wide and deal high damage to multiple opponents (her zone is extremely good for this, but not for 1v1), and she is kinda unbeatable in the smoke. I don't know her too much, but the decent nobushis are always very helpful for the team (if I am correct, they are a support class rather than a full vanguard class).
That being sad, she is very far from broken. She is one of the most fair opponents in the game.

That being said, i think she lost much of her range, for one orochi and other assassins that can do a dodge attack can negate it by dashing forward, highlander and lawbringer have almost the same range (i think high might even have the same range) while having faster attacks (LB) or, in the case of highlander, uninterruptible ones, so he can close the gap despite her hitting him, and then there are jump heroes, that can also close the gap easily.
Her side dash attacks arent actually dodge attacks, they dont have the dodge property, so they can be interrupted, and she can be hit while performing them.
Heavy from hidden stance is an interesting mix, then again heavy+HS will take off a lot of stamina, if you follow it with a kick too, a huge chunk of her stamina will be gone, but you wont do that much dmg, unless its a wallsplat, but then too, depending on your gear, you might pull another top heavy and another kick, and follow that maybe with a light, or maybe instead of kick back off and regen. That provided that the enemy doesnt dash backwards as soon as you HS, or wait and just block the heavy. HS in general is better suited, imho, for a free kick, followed by two lights (second, top being guaranteed).
