Something that always bugged me in the Division, and a few other games, is that the fast travel isn't hidden behind any ingame logic, but is similar to magic teleportation.
I hope to see the fast travel mechanic hidden behind something believable, for example, a functioning train in the subway similar to how the trains in the UG terminal function to take you deeper into the UG or manholes that lead
If you look at Skyrim, there is a guy with a horse and carriage that you pay to take you to different major cities. This is fast travel consistent, believable, and immersive within Skyrim, a game with lots of magic.
I can see the pointlessness of something like this in the Division 1 fast traveling across it's largely empty map, but you don't think it'd break immersion surrounded by activities in the open world, then 'pop' you at the base rather then running to the nearest JTF controlled train system/subway?
Imagine in the UG if when you start the mission, you and your group just teleports from the table to the mission area rather than everyone grouping at the train.
What if the elevators at the end of missions didn't exist and you push a button on a wall to teleport to where you need to be to finish the end of the mission.
Survival has a whole cut scene explaining how you go to where you are on the map.
Essentially I'm suggesting going 1 further and masking the fast travel behind something believable.
