Why would you want the whole game to be Survival (Esque)?
You could just play Div2 Survival or any number of other BR games all day.
Why try to take a completely unique experience from everyone else?
There are plenty of simpler games out there.
I was willing to work with you until that point.

The idea is to take notes from Survival PvP. Just look at why people are doing the whole Rogue 29 thing. There are no overly wild set bonuses. Much like Survival PvP, it's balanced because of the exclusions. Division 2 PvP can follow suit by not having overly wild set bonuses.
The classified set bonuses are one of many reasons why end game PvP is not good in Division 1. With Survival, gear bonuses are not extreme and skills are basic, so there's more reliance on player skill rather than gear.
Only snipers use cover and they rely on kill you before you can get close to kill them. And as youve alluded to virtually 99.9% of pvp is fought in the open or at least behind cover but not *in* cover.Originally Posted by gt2k Go to original post

Players do use cover whether they like it or not, it's only natural to hide from danger while at a disadvantage.
Whether they use the cover system is a completely different deal, the mechanic is quite a big part of the Division and shouldn't be completely ignored, forcing players into cover to the extent of the suggestions in this thread is overkill, though that stems from how ridiculously inconsistent PvP is and how tanky players are in this game.
Given major rework of the PvP mechanics, cover usage (as in, cover system) could be made quite tempting by simply providing handling boosts to held weapons (decreased spread, spread increase and recoil) which would extend weapon's effective range and make it easier to use.
Think of passively gaining a bipod effect of Battlefield games for just entering cover and sticking to it, it's all built upon the notion of the TTK being greatly decreased as well as the gunplay made to actually have any degree of depth. It is highly unlikely the changes to gameplay will be as extensive in The Division 2 but one can dream.

You want to be behind cover but mobile enough to rapidly escape if need be.
That's why you don't hide under your desk in a shooting or robbery.
Yes, they might not see you (stealth) but if they do you're a sitting duck.
(Even if you happened to have a gun, you'd be better suited making space and finding a good shot of your own later on.)
But I digress,
I still feel like going back to the Stamina Scaling & PvP DMG Modifier we had in 1.7, while keeping the hipfire changes of 1.8, would put more people in cover to save their skins.
The amount of Health available to players currently, when compared to the DMG of a maxed out MMR & *most* of the DMG skills in-game is currently wildly out of balance.
Putting those things back into balance would allow for more varied interesting engagements and subsequently engagement distances as well.
Rogue 29:
As for R29, I was one of the first proponents of the movement as I was a PTS player and have been saying the classifieds needed to be changed from before anyone else got their hands on them.
Balance-wise:
R29 players have too much stamina for the available weapon scaling and many teams simply resort to spamming grenades anyway.
Also,
The Stamina scaling of R29 makes strafing and generally unpredictable movement far more powerful, something I don't believe you want.
Survival:
Survival itself is not as balanced as one might think if the intention is not to have a BR.
·Grenades are still very powerful and would be more readily available if that was the whole game.
·There is little to no room for healers or tanks at Survivals' currently available Main stats.
·A single BIS version of High-End build would be the only thing available to run with the pieces as we understand them.
·People still strafe and fight out of cover in Survival as well.
·Without any builds or skills the game becomes every other boiler plate Action shooter.
I'd love for builds, skills and the game as a whole to reward skilful play but Survival is not the way.
(Or else we'd all have just played Survival instead of making a whole other character, finding/buying gear etc etc.)
