As mentioned by Sgt.Duke138, the Sonar Goggles were only available when the event was still live so you no longer get them from finishing the Missions.

So why this is not the case with Caveira's gloves from the Archangel challenge? You can complete the challenge at anytime and get the reward. Also which is the point to keep the mission in the game since there is no reward for completing it? All the other previous missions/challenges when they expired they disappered from the map.
