If they want to avoid a dumpster fire, they will avoid recreating the early days of Division 1 into Division 2. So, I'm still holding on to the belief that best will not equal exclusive that's better than the loot found in any other place in the game. Why would they throw the Raid under the bus like that? I'm not expecting much from the LZ in TD2. I think they will prioritize co-op play in the DZ and Raids for the best loot in the game. We'll be in the same 'risk vs reward' arguments as last time.
LZ will be 'normal mode' again.

You could just walk to a landmark, and if it "wasn't up", you could walk to another one that was. With HVTs, you had to complete one, go back to the BoO, initiate another one, fast travel to the closest mission or safehouse, run towards the HVT location, complete it, rinse and repeat.

Also having a mix of combat types; like we do in the current dz (some lmarks have waves) for harder hvts would be a better thing in my opinion. Just some ideas.
