In first The Division, you meet two class of people. Shoters players, and typical RPG players. And this two class of people cant understand each other, this is sad. Shoters cant understand, why we need tank and support, and RPG cant understand, full DMG characters of Shooters. RPG players usually stay all team behind one cover. This was irritating for me. Others players see that situations too, that 1 Mob, can hold under fire 3 people. This is sad, and I think, you should make a special mandatory video. where you explain positioning in fights, and the healthiest built team. It will improve satisfaction from the game. For beginners, and also for the expierence players. The cost of this is comparatively small for the rest of the game.

I dont know what you want to do with crossbow, For me, this is a support weapon. Why not DPS's weapon? Becouse you havent got enough atack speed, this is big problem for DPS's. For support i think this is perfect weapon, you can make diffrence type of strait,.

One of them can heal and improve DMG.
Other one can stun enemy ( Important is that, you should set other time of stun to mobs and players).
Third one can make a special hologram, which took some agroo from mobs.
Fourth can do DMG from electronic.
Fifth, can mark enemy with impulse.
Sixth can noticeably increase the damage received by the targeted unit, depending on the electronic
Seventh Can make a explosion, which dont give a dmg to enemy, but can turn them over

So please, dont try make crossbow a DPS's weapon, support is much better.
