My assumption is that the player may be using some of the color-blind settings located in the settings menu or they may have put a filter over the video when editing it. There is no cosmetic/item/effect that would cause red sparks to appear from a succesful parry.

The red sparks on block, parry and deflect was a change that appeared shortly after a certain January patch, but was removed in later updates. What the CR said is false, there's no in-game option that will allow you to get them, nor is the guy in the video using a filter.
