I'm trying out the closed beta, and have had to spend some time adjusting video settings to get something playable. My setup:
CPU: Intel i7 6950x (10 cores/20 threads) with all cores clocked at 4.0 Ghz
GPU: 2x NVIDIA GTX 1080 (I've tried the beta with both SLI turned on and off, the FPS difference is marginal)
Memory: 128 GB DDR4
Display: 4K 60 Hz
With all settings on low, I get around 57-60 FPS. When driving about it'll dip to the low 40s when the scene gets busier. With everything on ultra, I get around 40 FPS, with very often dips to the low 30s. My GPU drivers are up to date with the update specifically for this beta. Windows itself is fully updated on 1803. While monitoring Task Manager while driving around, it seems like the CPU usage is fine, whereas whichever GPU the game is utilizing is under full load, regardless of settings. For reference, this machine can play a game like GTAV with all of the photorealistic mods installed at around 70-100 FPS. Let me know if there's any additional information I can provide.

Do you see any effects on FPS when changing to windowed mode? Have you tried disabling SLI during the beta?
Just created a case with that information. Additionally, I've done all of my testing twice, once with SLI on, and another with it off. For example, I've set my settings to the ultra preset with vsync off and picked a spot with less than ideal FPS, and chose the spot in the images. With SLI on, I get between 40 - 45 FPS. With it off, I get between 35 - 40. Driving around LA gives me varying FPS, as low as 35 with SLI on, and around 30 with SLI off, and some areas at 60 FPS.

Figured I'd update this thread now that the open beta is in full swing.
Started up the game, which it still had my previous settings, and it was still running poorly. I set all settings to their lowest setting and one by one changed them to Ultra to see what's causing the issue, and I found the culprit: Screen Space Reflections. Every other setting is set to its highest setting except for AA and motion blur, and I have 60 FPS. Once turning on SSR, that drops down to 30-45 depending on the area. I guess there's too many pixels to calculate reflectivity on when playing at 4K. I do wish the game would utilize my second GPU more, as SSR only really works on High as Low and Medium produce visual noise, and SSR is one of those features that makes the game look significantly better.
