What is more impactful is the kind of television, which can have a whole 150ms difference (nearly half of the fastest light attack), I know it certainly does in mine, and the control type which I believe people have said is 50 ms, in my own case I went from wireless controller to the only wireless mouse people put on par with wired mice (and which I could just wire in with the charger to be sure). Speaking as one of those who have gone over from console to pc, the tv is the biggest difference, I have a cheap one without gaming mode compared to one where the monitor is built in on a laptop. People think that consoles are fair gaming platforms, they aren't, like the PC it is an arms race, people who spend more money get a competitive advantage, it is just on different things.
And yeah people going from console to PC will affect things for another reason, the matchmaking prioritises reputation. If I am going against new players on the PC I have around 900 hours advantage over them because of my time on xbox. That is why I think the game needs to loosen reputation before it loosens player skill.
