I think better utilization of Safe Houses would make the game a lot better overall.
-Fast Travel should ONLY be possible from a Safe House, and only to other unlocked Safe Houses.
-To interrogate an enemy Lt., tou should have to extract him to a Safe House.
-When calling in rebel vehicles, they should only spawn at a Safe House, and you can choose which one it spawns and make your way there.
-Let us “enter” a Safe House and advance the time of day to whenever we choose, as well as lose Unidad patrol levels.
-Let us store vehicles & upgrade them via Resources (speed, control, armour, paint, cam-netting, weaponry, etc) at Safe Houses and be able to retrieve them from any unlocked Safe House, similar to GTA & Saint’s Row garages.
These changes would not only make Safe Houses useful (they’re pretty useless right now), but also make more tactical play necessary, as you’d have to actually navigate the world more often in order to actually reach the Safe Houses.
