You CAN host a private lobby with Pick a Map ENABLED, contrary to what is being said on the forum. Now this may have been a server-side fix by Ubisoft OR it may have always worked, but simply been a hiccup to what you've seen.
After the update I entered Private Lobby and could only see 5 auto-picked maps. Pressing X to 'pick a map' then opened the map selection window briefly before choosing 5 randomly selected Featured maps.
I then exited the lobby and checked out Browse Maps to see if that worked. I was able to filter Workshop and Newest, favorite & download a map called Naval Warfare.
I then went back into Private Lobby to see if I could host this map.. AND IT WORKED. And now it always allows me to pick a map while in a Private Lobby as it ought to.
I did not test out Public Multiplayer.
So to reiterate, you CAN host a custom map for a party of up to 12 people to try out your maps and those you like from the community.
Just give out your room code so anyone can join & get a party going!

I usually trim my buddylist. Instead of adding more. I always had a maxed out buddylist on 360 of 100. Then every new shooter somebody wanted to be my friend. They always say well go delete some inactive friends. hahaahah Heck when I first got XBOX1 I had over 300 friends. But in the gaming world people grow together and grow apart each game we buy. So eventually people slip through the cracks and get forgotten then deleted. But yeah only way to have 11 active friends is having a big club. But most mappers moved on. Also I believe you need everyone in your club on your friends list to get a invite for this game. Or leave a note ya got a lobby up and mention the password. But sounds like to much work. UBISOFT could of had the FAR CRY 2 lobbies carry onto each sequel but UBISOFT is stubborn and like to hear us bicker.
Also everyone using 420 as the password. There might be nights you think your gonna be playing with your friends but could end up being in the wrong lobby playing with a bunch of boring randoms ya don't give two hoots about. Then with no server browsers be kinda hard to back out and rejoin when all these private lobbies have the same 420 password.
This has been like this for a while...at least I could do this a month or so ago. My issue is...not having friends that like this multiplayer. They’ve all moved on. There should be an option to at least explore these maps by myself and see what the map is like. It may not matter...Arcade hero seems to never show most of what I see when browsing new maps and public multiplayer is a joke! Nuke town seems to play over and over! I don’t think a universal pass will do any good unless people are listed as friends.
