I think Shugoki is not useless. He is definitely a chain breaker and for some characters it's hard to go against his hyperarmor but nontheless he doesn't make it out of the D-C Tier area.
So I thought of some rework ideas which could make him more viable and more balanced.
First of all, his chains. He needs new ones.
His basic chains:
-L, H
-H, H
new chains:
-L, L
-H, L
At least.
Every first successful hit guarentees a headbutt.
Every chained light attack, also if it gets blocked, guarentees a headbutt.
Headbutt can be chained into a heavy or an unblockable.
Every chained heavy can be an unblockable.
Unblockable can be chained into headbutt, light or heavy.
Unblockable can be hold for additional stamina costs.
Unblockable can be soft feinted into light which works as a chain starter.
Hyperarmor:
-increase the regenerate timer from 5 to 7 seconds. Also in oos.
-remove 25% additonal damage when armor is down OR 25% less damage when armor is up
-armor returns instantly when successful demon's embrace
-downing his armor activates a new mode "Oni's Revenge"
Oni's Revenge:
while in this state Shugoki gets a slight speed, stamina and damage buff.
His attacks can't be parried (but blocked) but he loses the ability to gb. (he can still counter gb)
His attacks can be chained willingly. Every successful hit guarentees a headbutt which unbalances the opponent.
An unbalanced opponent while Oni's Revenge is active triggers a new move "Insanity"
Shugoki charges towards the opponent and grabs their head then bashing it two times on the ground for 2x 20 dmg. (triggered manually like pk stabs, etc..). He throws the opponent away for extra stamina drain (also manually triggered)
gb neutral is replaced by Demon's Embrace which doesn't drain health on miss. (can't punish with gb either)
forward and back dodge plus gb triggers a Belly Bash which guarentees an attack when a wall is nearby.
Side dodges plus gb triggers a grab followed by a throw to drain a huge amount of stamina.
All these attacks can be done in 7 seconds.
Demon Ball:
-he can choose the direction of the hit making the opponent fly to all directions except back
Demon's Embrace:
-you can hold down the gb button to delay the attack.
I wonder what a ****storm I'm gonna trigger with this.

-hitting a target against a wall deals extra damage and stuns the opponent
Neutral GB is an non punishable, no self damage inflicting, and therefore completely and utterly save demon embrace? No thank you. Case dismissed.
Every sentence, that has the word "guarantees" in it, is also dismissed, unless it has "does not for the love of all that's holy" right in front of it. THIS is what breaks the game. Guaranteed bullsh!t
interesting ideas. but attacks being unparriable and dealing normal damage is a bad idea especially if you get can chain attacks willingly. he would be way to strong if this happens. some ideas can be taken and implemented and would help balance him but if all would be implememnted it would be a disaster! I do think his demon's embrace should take health away from shugoki if misses (but maybe cut it in half) as just a free attack which refiles health and does double the damage of a heavy is a bit too strong (even shaman's hunter's mercy requires the enemy to bleed and cannot be used as a trade like demons embrace) I do think some ideas are very interesting but definatly too much buffs![]()

My thoughts aren't really sorted out. Something came to my mind how to rework him and then several other ideas flew in.
I see Shugoki as a big teddybear who can put a little pressure on you and can take a lot of damage until you poke too much and he goes all berzerk. I would love to see something like this. At least in this direction.
