Ubisoft, please explain something to me.

Why is it that Orochi and Peacekeeper got buffs while they were still viable, yet characters like Shugoki are sitting here completely useless against a player with even half a braincell?

You can find the explanations for the changes here: PK / Orochi . In terms of the order of release, I'm sure the decisions are made based on a few different factors. It may be that a bit more work is required on some heroes than others.

    Hmm... Vanguard buffs?
    we need those...
Shugoki is supposed to be a support or a tank, playing at the front likes defending a cap, or tanking multiple enemies until your teammate arrives. He is really not fit for 1v1's because most of his abilities are slow and gives a huge indication right before. This I think is a problem because every character needs to be balanced. They are supposed to have the same advantages and disadvantages when they duel each other. This is very hard since now we have 18 heroes that are all unique in playstyle. Orochi and Peacekeeper got buffs because of their playstyles.

"PK got buffs" - ahaha, hahaha, oh no. Just no. PK got nerfed massively, her "buffs" were Bugfixes. Her only new move is the Dagger Cancel moved to be a top attack with massive 10 bleed damage, wow...
