PK barely does any damage now. And if they decide to turtle, just don't bother - i run away and find new situations. Against people that can block (not necessary parry, but just block) it's just not worth trying to crack them.
The soft feint is great, but PK still has severely limited tool set. It shouldn't be equated damage-wise to other characters that are far more robust and flexible, like Shaman. This breaks the balance. Shaman is superior now.

Orochi has the exact same speed as PK (except for zone), but everything he does (absolutely everything) deals more damage. He can even light attack a PK out of her zone

In Ubi's own words, they want to break the turtle meta and make the game more dynamic, fast paced and risk-worthy. That is why they changed guard break on parry and introduced new and powerful characters and began reworking the old cast in similar fashion. Orochi fits that narrative, he is potent now. I had several games against not-good players and Orochi seemed quite formidable. Imagine it what he will be like in the hands of someone good now. GJ on the orochi rework.
