Anyone have any idea of a time frame in which Special Operation 2 is going to drop? Since there are only 4 coming this year, or that has been announced, it makes sense that there will be one per season (not game season-real life season).

I don't expect any exact or even accurate answers, just inviting some speculation

I've said before that it makes sense that the next three updates will release the first week or two of July, October and then January, providing that there are no unexpected delays. That is exactly 3 months between each update, with a three month gap at the end, in case they decide to release year 3 content next April.

So there's a chance that after the splinter cell challenge ends tonight, we will be having eL yeti challenge again for the whole month

The splinter cell challenge has already ended, and they released a crossbow challenge. it's still another month long challenge though.
