I've enabled and disabled it and notice no difference at all.

Are you using a TV as a monitor, or a monitor with a VA panel? It could be that your display has a high response time combined with a low refresh rate which leads to a large amount of native motion blur and so the in-game setting would appear to have no effect.

Yeah they're up to date.
I just don't think this game has motion blur, either that or it doesn't work.

I watched a few videos on twitch and YT and didn't see any motion blur there either.
