My husband and I have just been in the DZ to do the weekly cleaner kills. Went to go underground in DZ01 before an event started and it was telling us we needed level 8 filter. We ran around and did the kills.
When a contamination event did start, we still needed level 8 filter and no NPC spawns were active.
Is it broken? This was PS4. Didn't try on XBox earlier.
It happens on Xbox1 from time to time as well. I mostly run in DZ09, and the Boiler room sometimes glitches with a Contamination event starting, but never coming down from Level 9 (and no enemies showing up), or me entering it during a Contamination Event to find it sitting at level 8 (with enemies!), or wandering in afterward and getting killed because it's still stuck at Contamination 5-9....
Just something that happens, and you'll need to wait for the next event for it to reset. Or switch servers.

I won't play the game of cat & mouse and just kept moving to different zones. We weren't in there for loot, just like to free roam but it was becoming tedious. When the contamination event did start, it was as you described. Stuck at 8, as before the event started. Hubby ran down to see if there were enemies and there was none. He only just managed to make it back out. We came off not much after that. Was 3am. Will try again tonight, hopefully working all ok.

Definitely not consistent. Never encountered it before. But I guess others do occasionally.
Still, nice to know it's been reported previously and is being looked at.
