Hopefully the next patch will expand the HVT boss loot pool to include all exotics and maybe a % chance of a classy. I guess it must be harder work than just setting a switch to get this to work, perhaps each and every boss in the game has his/her own loot pool and they all have to be set individually. If so, someone didn't plan ahead during design...
Here's how I think it is: "Named" or "Boss" is a tag of some sort within the game engine''s stat editing system. This tag has a loot table attatched to it and any NPC that is tagged with "named" or "boss" will drop all of these items, depending on the RNG. Course, there are probably special occasion tags (Resistance boss, open world boss, etc). If they made an efficient stats editor, modifying loot table should just be a simple copy / paste / delete.
When you buy Divinity Original Sin 2 on PC, you get the entire game engine for free, so you can make mods. You can create a loot table and apply that loot table to different enemies. So a squirrel or cat or a chicken could have the same loot, even HP, armor and skills as a giant spider boss. Regardless, you just only have to edit one loot table. I believe Division is the same or has a similar system.
Really, the only reason to do HVTs now is if, for some reason, you need a quick chunk of Phoenix Credits for something. (I'm not sure what for...most of the time these days I find myself swimming in them, and have to either go buy some 229 or 204 level BP that I'll never use, or burn them on a Classified cache which almost always gets broken down to 1 DivTech.)
HVTs used to be one of my favorite things to do in the game. Now, I've completely abandoned them and it's all because of their garbage loot pool that never got updated.
With zero chance of a classified drop (Ubi have said that there is, but I've never heard or seen anyone who has gotten one, ever), and with the only possible exotics being a Hildr or Eir...I'd say HVTs are completely useless.
Unless you're still gearing up and don't have any pieces AT ALL of certain sets (thereby making normal gear sets still somewhat attractive), or as mentioned, you need a quick influx of PCs, sad to say but HVTs really are just wasted space right now.

As regards dropping classifieds, no-one has ever seen them drop a classified EVER. But a CM reported this back months ago, and the team told him they DO drop. But we all know they don't, so the loot table has not be updated properly. Perhaps they gave it to the office junior, but he bunked off the play Wildlands or something, and so they think classified are dropping. But they will never know they are not dropping, because they don't read the forums where we are reporting they are not dropping.
