    Need some Help...Please

I built a new rig, not unlike the rigs many others use.

    Processor................Intel I7-8700K
    Motherboard...........Asus Maximus Hero X WiFi
    Video Card..............Asus Strix 1080 Ti (11GB)
    Ram .......................32GB Trident Z RGB (DDR4)
    Power......................EVGA 1000 G3 Supernova
    SSD.........................Samsung 960 EVO M.2 500GB
Game Storage.........Seagate FireCuda Gaming SSHD (2TB)
    Case........................Thermaltake View 71 RGB
Cooling....................Thermaltake FloeAIO Riing RGB 360 TT Premium
    Monitor.....................BenQ XL 24" 1920 X 1080

    HERE'S WHERE I NEED HELP:

Others with the same specs say they run @ 100FPS pretty solid on a1920 X 1080 monitor. I'm getting 30FPS with dips into the mid 20's w/stutter's. Latest Driver's WHQL 397.31 which I will revert to the driver set that came out with Far Cry 5 WHQL 391.35.

I thought it was a hardware problem so to test that I reinstalled Win 10. It made some difference. When the game is loading the FPS jumps to 550. I got real excited...then the game screen comes on and I'm back to 30 FPS. I did a medium OC and turned on XMP so I could at least play but this is just not right. I'm pretty sure it's me. Some setting I have wrong. Many smarter than me on this forum. Maybe someone that fixed this same problem or may know of some things I should look at?

P.S. I noticed my in game Vram is 2.87 of 10.87. 1/3 of video power? Can this be upped?
