Honestly, the fact that this is even a topic is funny and sad, but anyways...
Hoping the next setting is a fictional Australia possibly set in the past but the present works too, plenty of potential with the dangerous and passive types of animals. They could possibly bring back the dynamic fire/wind tech, weapon degradation and jamming, and the physical map from Far Cry 2. The 'locals' could be native Australian Aboriginals and citizens vs various factions, possibly similar to Far Cry 2's politically charged factions. More survival aspects like making it more efficient to use melee weapons instead of guns, make hunting useful again, making it less efficient to just pick up weapons off dead people (ala Far Cry 2) and having currency replaced with an object that you need to either explore to find, or take missions to earn (also like Far Cry 2). But of course bring in things from recent Far Cry's like guns for hire, hostage rescues and bring back towers, doesn't matter how, they can be in the form of dungeons for all I care. They just need give you the layout of the surrounding area and let you do the exploring for yourself. (Ubisoft should take notes from The Legend of Zelda: Breath of the Wild for this and many things.)

the protagonist is a respected local man. he infiltrates a drug group, with the goal of ending the drugs and the killings on his island.
slowly he works his way up. becomes more and more corrupt. halfway through the game he does more bad than good.
the game ends when he kills the old kingpin and becomes him himself. the end

Russia or South America are possibilities though. Although I would expect it to be more like a fictional soviet state rather than an actual place in 'Russia'. Like what they did with Kyrat being a fictional mix of north-west Asian countries.
A lot of people seem to think Australia is a possibility, but I honestly can't think of anything worse than a Far Cry game full of fake Aussie accents. (Sorry my USA friends, but your cringeworthy attempts at an Australian accent are generally even worse than your horrendous attempts at doing a British accent).

One day, I hope not FC6, Ubisoft may do one of their games in Russia. Only don't do it as cliche, brainwashed game from stereotypical developers! In Russia people like communists! In the majority. Don't make the game with anti-communist agenda! Games about Russia are full of that sh-t. People in Russia like Lenin and Stalin. Before revolution it was backward, agricultural country, lagged behind the USA more than 15 times, falling appart after WW1...Communists put the country together, on new ideology - ideology of Justice, Internationalism. Ideology of a man's ascent, rising - we are not animals, we will build new society of equal opportunities, society without opression, without poor and rich, without a begger and a billionaire, society with maximum realeas of the entire creative potential of man, where people will be like brothers, helping each other and support, world without borders, society - looking to the future, exploring space, developing medecine, living without deseases, living forever! It was ancient dream, christian dream. Ideal society - Communism. But theory and reality are different things. Lenin was the first man who start realizing those ideas in reality. It was very difficult. Old world, pulling back, was strong. Thanks to his genius and flexibility he lead the country through the first, most difficult times. Times of hunger, civil war, invasion of capitalist states...Не laid the foundation and proved - such country, country striving for an ideal society - can exist in reality! But it wasn't an easy walk. Old world was not only strong but cruel and violent. First communists came to a sad reality - to protect this new world, new dawn - they should also use force. But they have come like peace, like brotherhood, anti-war.....first their laws were - "death penalty abolishing", "pensions" (first in the world)....war is for capitalism, violence is for capitalism...this is Old World, Old Man....New World and New Man are not about violence! But reality taught another lesson. While the old world exists violence is inevitable. That's why initialy communism was planned as global idea. (not like modern globalism - when rich countries are robbing weak, but for all countries living in one family -Earth). Communism (even socialism) - can't unleash its full potential in one separate country! Or several countries. First communists, Lenin, Trotsky... were right. Socialism - in one separate country is temporary "North Korea". Besieged fortress. For this reason - opressive. But opression, repression, was not the essence of communism, as inquisition was not the essence of christianity. To demonstrate communists as bloodthirsty tyrants...in movies, games, is not right! And if you make the game about Russia and touch communists you should understand a bit what are talking about. Otherwise you will look like fools or liers. And it can be said about any other country! Developping a game about certain country you should study it, its history, you should understand it. And game will be imersive and trustworthy. Cliche, prejudices should be avoided.
