Here it is snapped to the bottom of the screen using Windows 10 Aero snap Win+Left, then Win+Down....
If you drag it up to the top without making it maximize, but touch the top of the monitor it will bare move down. If you use Alt+Space, then 'M' and drag it off screen even, it will snap back down with a little gap.
This is obviously only a mild annoyance, but the issue both fascinates and annoys me. And not seeing too much information online for this issue, I thought I would make a post.
