There's indeed really no challenge given the coding for the AI.
Couldn't believe I could run up behind an enemy NPC and remain not "dedicated" (i.e., they don't even turn around) prior to the effective takedown distance. And there's even a perk which increases the distance a takedown prompt will be available!
