"Tactical", in a stealth based game like GHOST Recon, is going to most always mean tactics that keep you covert. Pretty much everything you referred to OP relates to what happens after you've broken stealth, and thus breaking proper Ghost tactics.
Now I'm not going to take sarcastic jabs like silent grenades (even though it was hilarious), but suffice it to say you're lucky enough that the game doesn't dock you tactical points for the type of overt combat you referred to. The closest you will get to the kind of points you want is if you manage to fall back effectively once the crap hits the fan, and the enemy loses track of you in the process.
In reality though, that only makes up for the mistakes that were made in breaking stealth, so IMO, if the game does not dock you for that, it also shouldn't reward you for getting back to square one.
On the subject of grenades though, the animation for throwing them is totally inadequate. The possibility of dying from one when throwing them from cover is too high to even attempt it. Had that been your argument, I'd have backed you 100%.

I wouldn't get hung up on stats. As some others said, they really mean nothing especially in the grand scheme of things. The developers created GRW with the idea to allow players the freedom to play the way they want to play. There is no right or wrong way to enjoy this game. This was one of the main reasons I was sold on this title even before release.
IMO, GRW (the core gameplay) provides a good balance and challenge to suit a variety of play styles whether you're into stealth, fire fights, sniping, using support, coordinated attacks with friends, etc. ....this game does pretty well at all of it.
It's all your choice how you want to play this game. ....stats or opinions from others how you should play be damned.
